Edgar Czarnecki was mayor of Iowa City from 1974 to 1975, serving one term. Mayor Czarnecki helped create the Iowa City Arts Council in 1975 (Project Green et al., The Revitalization of Downtown Iowa City as a center of Cultural Activity).
