1919-1922: Mayor Ingalls Swisher
Ingalls Swisher was mayor of Iowa City from 1919 to 1922, serving two terms. He resigned during his second term. According to Volume 76 of the Palimpsest, "Swisher, who had only reluctantly agreed to run for a second term as mayor the previous year, resigned, claiming that being mayor made it impossible for him to run his private law practice effectively" (1995, p. 89).
